Holds the live index of every open thread, promise and due date, and which desk owns each one. Its single job is making sure two desks never work the same client thread — historically the most expensive failure mode there is.
Independently verifies that work which reported success actually happened, at the far end, without reading the doer's own report. Refutes and reopens; never fixes, and never writes to your client.
Three things never happen automatically, on any plan, by anybody's request: a price leaving the building, anything contractual, and anything that spends money. Those are yours.
